According to this article, dated March 15, 2012:
http://www.digitaltrends.com/webnews/major-isps-turn-into-copyright-police-by-july-says-riaa/

"File-sharers, beware: By July 12, major US Internet service providers (ISPs) will voluntarily begin serving as copyright police for the entertainment industry, according to Cary Sherman, chief executive of the Recording Industry Association of America (RIAA). The so-called “six-strikes” plan is said to be one of the most effective anti-piracy efforts ever established in the US."

The article goes on to give details. After six notices, internet providers will decide to throttle a person's internet speed, or cut it off altogether. I don't know if they will crack down on torrents only, or if it is up to the internet provider. I get the sense it is up to the internet provider. So some people could get away with downloading non torrents, while others might get their internet service cut off. I urge you to click it and read, as we all know people who download.

No more downloading eps of your favorite shows for vidding, gifs, or fanfiction art. No more downloading screencaps possibly. I'm so sorry my friends. I don't even know if BT Guard will work to protect you, but I would google it if I were you. It is a professional service that supposedly can protect you from the invasive eyes of your internet provider.

Just, my friends, please make each other aware. Please be aware of the date JULY 12TH. Mark your calendar and double check with your internet provider by then. If you start receiving notices of downloaded activity, this is why. And your internet service could be throttled or cut off.

Fox news confirms this:

The end is nigh, folks.

I hate everything.

I find it extraordinary that these people can do this when SOPA and that PIPA thing was quashed, a de facto SOPA and ACTA? I wonder why these providers are even doing this, the real copyright pirates that sell in public places the stacks of burned disks, they won't be stopped, it is the people using the service to check out new content, to taste a little of something they like and most of the downloaders I knw buy the materials they liek and delete what they don't.

I wonder if this is passed into law, if not, they may be breeching privacy laws, even their own, I would if in the US seek legal opinon on this, it may not be so dire, I hoep not anyway, there are some companies that target innocent home downloaders, but the real bad guys with warhouses full of booty get away scot-free and this new imposition upon the values of freedom won't do a thing to change that. I hope this program BT Guard helps.

I suspect it won't be fanart or fic etc, as 'Fair Use laws' allow people to do that without risk of harassment. I am so sorry to hear this Lady J, looks like we'll have to exchange by email in drips and drabs if it turns out bad.

I will send the link to Avaaz.org and see what their people have to say on this, <333
PS:

Oh, it is that dreaded ACTA as far as I know, this might still be stopped, apparently, according to Avaaz.org, there is a ratification phase to make this go ahead, I am not sure where things stand right now, as I've heard nothing since the last update a couple weeks ago but the EU rep resigned over his role and countries are backing off, it is essentially a European proposal, and though signatures of governments signing behind the backs of their people in 39 countries have done this, there is I hope still that one last chance to scuttle it, I will try and find out and get back to you on this, but this is awful!

I think it sad as there is nothing said at all about hoe many musicians and creative people gain new markets from the simple home user who tries and usually buys, though not always, there is an element of win-win, but if this does go through all the way, it will cut off a lot of artists from potential fans

I think the article said it might affect vidders because they do download shows/music for the creations they make, not necessarily fanficcers or fanartists? Anyway you slice it though it will affect fandom in a major way.

The thing is, it's not a law. At least not necessarily. The way I understand it is, internet providers are private organizations (in that they don't have one central governing body) that may choose to implement this or not - it's up to the internet provider you use, so would getting into the legal side help at all? I'm not sure. Anyway, I could be wrong - politics and laws go over my head most of the time.

Yeah, it sounds complicated and I guess there will be info about our legal rights (from Avaaz and others), if it spreads elsewhere.

Maybe, there will be providers that won't do this, and they'll see an advantage in poaching new clients from their competition, so it might not be all bad, just messy.
I have been following Avaaz's campaign and getup.org and others on ACTA and its cousins for a while, things have been quiet, so I am not sure if there may be a reprieve or not, I hope there is, but it would be so sad and frustrating as I think ACTA is about just that, diverting and undermining the power of goverments to control people, I hate this, but I hate what else in other areas of human life these people might try to control after this...

I posted on facebook the link and I hope Avaaz reply to my email to them, I'll let you know if they update on all this.

Oh well, the worst thing is, we just have to sit in more shops and go to friend's houses if we want to enjoy free media before deciding whether to buy or not. (I hope google sets up its own internet service and caters for 'fair use' who knows, new players may emerge to fill the void, I hope so) ^_^

It is the other things, the impact on democracy and stuff that scares me most. <33
